The City of Calgary – Water Managed Sites Program (WMS)

What is the City of Calgary Water Managed Sites program

  • This program allows irrigation through stage 1-3 water restrictions that can be imposed by The City of Calgary.
  • The Program is designed to provide efficient water usage, not only when restrictions are in place but, throughout the season.
  • A certified Water Managed Site must report an annual water reduction of 25% every year over a baseline timer schedule
  • Once the 25% reduction is recognized by The City of Calgary, a WMS can continue irrigating (with relaxed watering reductions) during outdoor watering restrictions from Stages 1-3

What is a CLIA and how do I get one

A CLIA irrigation refers to the work of a Certified Landscape Irrigation Auditor, a professional certified by the Irrigation Association.

A CLIA certified member must complete all nessessary documentation and submit the documents to the City of Calgary. ExactET Systems has in-house Certified CLIA employees making this process as seemless as possible.

What is Required to Become a Water Managed Site

• A dedicated irrigation water meter (or meter totalizer for Tier 2 if a dedicated irrigation meter is not installed).
• A Smart Controller utilizing weather and/or on-site environmental sensors.
• A Certified Landscape Irrigation Auditor (CLIA).
• Automated Leak Detection (irrigation flow sensor & master valve).
• Certification from the City of Calgary (completed by ExactET’s CLIA).
• Annual performance measurement (completed by ExactET).

How does my property become certified

Your ExactET CLIA will analyze the irrigation system and landscape, quanify water use and ways to save water, suggest repairs and efficiency improvements, and review sprinkler layout and efficiency.

Once this is complete ExactET will complete a Zone Flow test using your properties independent water meter and calculate the flow for each irrigation zone.

Once complete your ExactET will submit all of the gathered information to the City of Calgary for certification.

What happens after my property is a certified Water Managed Site

Once the application has been approved by the City of Calgary and your property will now be a Certified Water Managed Site

This certification will allow irrigation to continue (at a reduced rate) through Stage 1-3 water restrictions. More importantly your property will NOT be limited to specific watering days or the manitory 2 hour water window.

This will keep you landscape healthy through the water restictions protecting your investment to your properties green space.

What is the advantage of using ExactET?

The SmartET Advantage

  • ExactET uses SmartET Irrigation Control System. This is a cellular IoT control system which means we can operate and implement changes anywhere in the world automatically, or, by the flick of a switch. This reduces unnecessary site visits to reprogram or shut down the irrigation during water restrictions. Most other “Smart” irrigation timers are Wi-Fi, and some may need a cellular to Wi-Fi modem. Some still need on-site manual adjustments which causes unnecessary service calls.

Year-round Water Savings Outside of Restrictions

  • ExactET follows best horticultural practices of deeper, less frequent root watering to deliver healthier, more sustainable landscapes.
  • ExactET reduces the need for fertilization by 50% or more
  • Reduce waste water by 60% or more by watering efficiently
  • Curated programming based on manufacture specs, sprinkler layout, microclimate, etc.
  • Adjusts water based on changing weather conditions

Accurate, High Quality Weather Data

  • ExactET has invested in a fleet of Campbell Scientific professional grade weather stations and sensors. These sensors allow for extremely accurate Evapotranspiration calculations (ET) and effective rainfall calculations (water held within the rootzone of the plant). Other irrigation systems are connected to “open source” low quality data (Temu Weather Stations) that are unreliable. The “rain sensors” are rain triggers that will only shut off when it it raining, not calculate rainfall and continue to irrigate after a certain timeframe (regardless of rain intensity or amount)

Over 20 Years of Experience

  • Over the past 20 years we have reduced water use by an average of 40%. We have multiple success stories from our many clients and results to prove it.
  • We have 20 years of expertise and results which we are willing to share because we stand behind our process. Most companies will install a “Smart” Irrigation Controller to try to save water. In many cases the controller will use more water due to incorrect programming, improper installation of the rain switch/soil sensors, and the weather station is outputting incorrect data.

Impowering Change in the Irrigation Industry

  • When Calgary’s water feeder main ruptured in 2024, The City of Calgary imposed sweeping water restrictions. These restrictions put stress on many plants and many did not survive. This caused millions of dollars in lost landscape investment and costly replacements and repairs. ExactET saw the impact to businesses and decided to take action by spearheading a taskforce to change the way restrictions affect businesses. In partnership with the CPCIA (Canadian Prairie Chapter Irrigation Association) members and countless meetings with the City of Calgary, the Water Managed Sites Program was born.
  • The program was created in the fall of 2024 and in 2025 (first year or implementation) ExactET registered and certified over 70% of all WMS in Calgary.

Remote Monitoring in the Palm of your Hand

  •  The Smart Rain App will allow Irrigation Contractors, Building Operators, Property Managers, Condo Board Members, etc. a visual understanding of the property for ease of use. We can assign multiple levels of access to ensure proper use of the system and unauthorized changes are not made.

Highly Skilled Team

  • We are always available to ensure your properties needs are being addressed.
  • Knowledge that can be shared and questions that can be answered so your staff is empowered.
